In India, people don’t fill forms. They message.
Ask a clinic, gym, coaching centre, interior designer or real estate agent how most customers contact them, and the answer is almost always the same: WhatsApp. That is why Click to WhatsApp ads (CTWA) are one of the most practical Meta ad formats for Indian local businesses.
But most businesses run them wrong. They get clicks, nobody replies fast, leads go cold, and they say “Meta ads don’t work.”
At Creaxify I set these up for local and service businesses, and in this guide I’ll show you the full process: how they work, how to set them up, what they cost, what to say in your first message, and the mistakes that waste your budget.
Quick answer: A Click to WhatsApp ad is a Facebook or Instagram ad whose button opens a WhatsApp chat with your business. Set it up in Meta Ads Manager by connecting your WhatsApp number to your Facebook Page, choosing a messaging-friendly objective (Engagement, Leads or Sales, depending on what your account shows), and selecting WhatsApp as the destination. Then reply fast. Speed of reply decides whether you make money.

What are Click to WhatsApp ads?
They are normal Meta ads (Facebook feed, Instagram feed, Reels, Stories) with a button such as “Send WhatsApp message”. When someone taps it, WhatsApp opens with your number and often a pre-filled first message. You then chat with the person directly.
Why it works in India
- People already use WhatsApp daily and trust it more than forms.
- No landing page needed, so you skip one big drop-off point.
- You can answer doubts instantly (price, location, timing).
- The chat is yours. You can follow up later.
Are they right for your business?
Good fit
- Clinics, dental, skin and hair clinics
- Gyms, yoga and fitness studios
- Coaching and training institutes
- Real estate, interiors, construction
- Salons, wedding services, photographers
- Local product sellers and boutiques
- Any business where “tell me the price” is the first question
Weaker fit
- Low-price products that need no conversation (a website checkout is easier)
- Businesses with nobody available to reply within minutes
If you can’t reply quickly, fix that first. Otherwise you are paying to create unanswered messages.
What you need before you start
- A WhatsApp Business number (not a personal WhatsApp number)
- A Facebook Page for your business
- A Meta Business portfolio (Business Manager) and an ad account
- A working payment method on the ad account
- Admin access to the Page and ad account
- A clear offer (what you are advertising and what the next step is)
Keep the Page, ad account and WhatsApp account inside the same business portfolio. Many setup problems (“WhatsApp option not showing”) come from them being in different places.
If your ad account has problems, read Meta Ad Account Disabled: Step-by-Step Appeal Process first.
Step-by-step CTWA ads setup in Meta Ads Manager
Meta changes menu names often, so your screen may look slightly different, but the flow is the same.
- Link your WhatsApp number to your Facebook Page, or add it under Business Settings → Accounts → WhatsApp accounts.
- Open Ads Manager and click Create.
- Choose an objective that supports messaging (usually Engagement, Leads or Sales, depending on what your account offers).
- At ad set level, set the conversion location / destination to Messaging apps → WhatsApp.
- Select your WhatsApp number.
- Set your location, age range and budget. For a local business, use a radius around your area.
- Choose placements (Advantage+ placements are a fine start).
- Create the ad: image or short video, headline, primary text and the WhatsApp button.
- Set up the pre-filled message and quick replies (see the first-message script below).
- Review, publish, and send a test message from your own phone to confirm the chat opens correctly.
Tip: Newer setups may let you optimize for conversations or leads. In Meta’s own tests reported by third parties, optimizing for leads often gave a lower cost per lead than optimizing for plain conversations. Test both, but confirm what is available in your account.
WhatsApp Business App vs API: which one?
| WhatsApp Business App | WhatsApp Business API | |
|---|---|---|
| Cost | Free | Paid (provider fee + Meta message fees) |
| Best for | Small local businesses, first tests | Teams, automation, chatbots, scale |
| Multiple agents | Limited | Yes |
| Automation | Basic (greeting, quick replies, away message) | Advanced (flows, bots, CRM) |
My advice: start simple. If you spend a modest budget and one or two people can reply, begin with the Business App features: instant greeting, quick replies, labels. Move to the API when you get more chats than you can handle or need automation and a CRM.
Requirements can vary by account and change over time, so confirm in your own Ads Manager what it asks for.
How much do Click to WhatsApp ads cost in India?
There are three cost layers:
- Ad spend: what Meta charges you to show the ad (your daily budget).
- WhatsApp messaging fees: replies to people who message you from an ad are generally treated favorably by Meta (there is a free window after you respond), but marketing messages that you send later can be charged. Rates change, so check Meta’s current WhatsApp pricing page.
- Tools: free if you use the Business App, or a monthly fee if you use an API provider.
Typical ranges quoted in India (third-party estimates, not guarantees):
| Metric | Commonly quoted range |
|---|---|
| Cost per conversation started | roughly ₹25 to ₹120 |
| Cost per qualified lead | roughly ₹150 to ₹800 (varies widely by industry) |
| Test budget to begin | about ₹300 to ₹500 per day |
These vary a lot with your city, offer, competition and creative. Treat them as a planning range, then replace them with your own numbers after a week of testing.
A quick example (illustrative): ₹500/day × 7 days = ₹3,500. If cost per conversation is ₹50, you get about 70 chats. If 20% are qualified, that’s 14 qualified leads at ₹250 each. If 3 become customers, the real question is whether those 3 sales pay for the ₹3,500.
Remember the “Learning Limited” issue if the budget is too small. See my guide: Meta Ads Learning Limited: How to Fix It.
The first-message script that gets replies
Your pre-filled message and welcome message decide whether the chat starts and continues.
Pre-filled message (what the user sends):
Hi, I saw your ad. Please share the details and price for [service].
Instant greeting (what you auto-reply):
Hi 👋 Thanks for contacting [Business]. To help you quickly, please tell me:
- Your name
- Your location
- What you are looking for
We’ll reply within a few minutes.
Quick replies to set up:
- Price / packages
- Location and timing
- Book a visit / demo / consultation
- Offers running now
Keep it short. Ask for 2 to 3 details, not a long form.
Reply and follow-up system for WhatsApp lead generation
Most of your results come after the click.
- Reply within 5 minutes during business hours. Fast replies convert far better.
- Qualify quickly: ask budget, timeline, location or need in one or two questions.
- Move to a call or visit as soon as the person is serious.
- Follow up on day 1, day 3 and day 7 with something useful (an offer, a testimonial, an answer to a doubt), not “hello?”.
- Label every chat (new, interested, booked, sold, not interested) so you know what works.
- Record lead quality in a simple sheet: date, source ad, status, sale value.
Respect consent. Only send promotional messages to people who contacted you or agreed to hear from you, and follow WhatsApp’s commerce policy.
Best WhatsApp ads for local business: ideas by business type
- Clinic: “Free consultation slots this week. Message us to book.” (avoid medical claims or guaranteed results)
- Gym: “7-day trial pass. Message ‘TRIAL’ to claim.”
- Coaching: “Free demo class. Message us for batch timings.”
- Real estate: short video walkthrough + “Message for floor plan and price.”
- Interior designer: before/after style project reel + “Send your room size for a rough estimate.”
- Salon / bridal: package price list reel + “Message to check your date.”
Creative tips
- Use a real photo or video from your business, not generic stock.
- Put the offer in the first line.
- One clear call to action: message us.
- Use local language (Malayalam, Hindi, Tamil and so on) if your audience prefers it.
Common mistakes
- Slow replies (hours or days)
- No clear offer, just “Contact us”
- Personal number instead of a business number
- Using Traffic or Awareness objectives by mistake
- Splitting a small budget across too many ad sets
- Judging only by cost per chat, not cost per qualified lead or sale
- Making health, income or guaranteed-result claims (this can get ads rejected or accounts restricted)
- Not testing the chat on your own phone before launch
- Having only one person who can reply, and they’re busy
How to measure results properly
Meta shows messaging conversations started and cost per conversation. That is only the first number. Also track:
| Metric | Why it matters |
|---|---|
| Cost per conversation | Shows how well the ad attracts chats |
| Qualified lead rate | Shows chat quality |
| Cost per qualified lead | Shows true efficiency |
| Cost per sale / booking | Shows profit |
| Reply time | Shows your process quality |
A campaign with a slightly higher cost per chat but a much better qualified rate can be the better campaign. Judge by cost per qualified lead and cost per sale. Accurate tracking matters here too, so see Meta Pixel and Conversions API Setup for WordPress and WooCommerce.
Frequently asked questions
Do I need WhatsApp Business API for Click to WhatsApp ads?
Not always. The free WhatsApp Business App can work for simple setups, while the API is better for automation and larger teams. Check what your Ads Manager asks for.
Can I use my personal WhatsApp number?
You should use a WhatsApp Business number. Personal numbers are not the recommended way.
What is a good budget to start Click to WhatsApp ads in India?
Many small businesses test with about ₹300 to ₹500 per day for a week, then adjust.
Why is the WhatsApp option not showing in my ad?
Usually the number isn’t linked to your Page or business portfolio, or you lack admin permission.
Are Click to WhatsApp ads cheaper than lead form ads?
Often cost per conversation is lower, but lead quality varies. Compare cost per qualified lead and sale.
How fast should I reply?
Within minutes. The first few minutes matter most.
