You open Ads Manager and see the red banner: “Your ad account has been disabled.” Campaigns stopped, leads stopped, and the panic starts.
Take a breath. I deal with Meta ad accounts every day at Creaxify, and a Meta ad account disabled for payment, policy or security reasons can often be recovered if you diagnose the real cause first and appeal the right way. Most people fail because they appeal in a rush, with a vague message, for the wrong problem.
This guide gives you the full process: what each restriction means, how to find the reason, how to request a review, a copy-paste appeal template, and how to stop it happening again.
Quick answer: Go to Meta Business Support Home → Account status overview → select the restricted ad account → What you can do → Request review. Fix the cause first (payment, verification or policy), then appeal once with clear facts. Only admins can submit the review.

Disabled vs restricted vs closed: what’s the difference?
These words get mixed up, and the fix is different for each.
| Status | What it means | What you do |
|---|---|---|
| Restricted | You can’t run ads (or some features) until an issue is resolved | Fix the issue, then request review |
| Disabled | Meta turned the ad account off, usually for policy or security reasons | Request review through Business Support Home |
| Closed / inactive | Closed by a user, or inactive for a long time | An admin can usually reactivate it in Ads Manager or Business Settings |
| Payment hold / unpaid balance | Ads are paused because a payment failed or a balance is due | Fix it in Billing and payments, not by appeal |
| Banned | Severe or repeated violations | Appeal if the option is shown, but results vary |
Also check the level of the problem. It can be only the ad account, the whole business portfolio (Business Manager), a Facebook Page, or your personal profile. If your personal profile is restricted, your ad account is often affected too.
Why Meta disables ad accounts
Meta usually does not explain in detail, but these are the most common triggers:
- Advertising Standards violations: misleading claims, “before/after” images, income or health promises, banned products.
- Landing page problems: broken page, no privacy policy, content that doesn’t match the ad.
- Payment issues: failed cards, new payment methods added suddenly, high spend jump on a new account.
- Suspicious activity: logging in from many locations or devices, sudden changes, automation or bots.
- Business verification missing: especially for accounts with higher spend.
- Repeated ad rejections: many disapproved ads lower your account quality.
- Hacked or compromised account: someone else ran ads from your account.
Most disabled accounts I see in small business campaigns are caused by payment issues, risky ad creative, or an unverified business, so start your diagnosis there.
Step 1: Find out exactly what was restricted
Before touching the appeal button:
- Log in to Facebook with the admin profile that owns the business portfolio.
- Open Meta Business Support Home (it replaced the old Account Quality page for most checks):
business.facebook.com/business-support-home. - Click Account status overview in the left menu.
- Look at every item: business portfolio, ad accounts, Pages and any other assets.
- Open the restricted one and read the reason and the What you can do section.
Take screenshots of everything. You will need them.
Important: Meta renames and rearranges these screens from time to time. If your menu looks slightly different, look for “Account status”, “Account quality” or “Support” inside Business Settings.
Step 2: Fix the cause before you appeal
An appeal without a fix is just a delay. Match your situation:
If it’s a payment issue
- Pay the outstanding balance in Billing and payments.
- Remove old or failing cards, and add a valid payment method.
- Don’t try 5 different cards in one day, because that looks suspicious.
If it’s an identity or business verification issue
- Complete business verification in Business Settings (legal business name, address, phone, website).
- Use documents where the name and address exactly match what you typed in.
- Confirm your personal identity if Meta asks.
If it’s a policy violation
- Open your recent ads and find the one that could break a rule.
- Remove or edit risky claims, images and landing page content.
- Make sure the landing page has a privacy policy, contact details and matching offer.
- Delete or fix the rejected ads, so you can honestly say the issue is resolved.
If you think the account was hacked
- Secure it first at
facebook.com/hacked, change passwords, turn on two-factor authentication, and remove unknown admins and devices. - Then appeal and mention the security issue clearly.
Step 3: Request a review (step by step)
Once the fix is done:
- Go to Meta Business Support Home.
- Select Account status overview.
- Choose the restricted ad account.
- In the What you can do section, click Request review.
- Choose the reason that fits (policy, security, verification) and complete the form.
- Upload requested documents (ID, business proof) if asked.
- Submit once, then track the case under Your support cases in Business Support Home.
If you don’t see “Request review”:
- You may not be an admin. Ask the account owner to do it.
- The issue may be payment-related (use Billing instead).
- The review window may have passed or the account is permanently closed.
Meta states that appeals should be made within a limited time after the restriction (many guides mention about 180 days), so don’t wait.
Step 4: Write an appeal that gets approved
Many appeals are first handled by automated systems, so keep your message short, calm, factual and specific. No anger, no long stories, no threats.
Copy-paste appeal template
Hello Meta Support Team,
My ad account [Ad Account ID] under business portfolio [Business name] was recently [disabled/restricted]. I believe this may have been [an automated action / a mistake] related to [payment method update / ad content / account activity].
I run a legitimate [type of business] and advertise [product/service]. I have reviewed Meta’s Advertising Standards and have taken these steps:
- [Removed or edited the ad(s) in question]
- [Completed business verification / updated payment method]
- [Secured my account with two-factor authentication]
I request a manual review of this decision and the reinstatement of my ad account. I can provide any further documents you need.
Thank you,
[Name], [Business], [Website]
Tips for the message
- Mention the account ID and exact business name.
- Say what you changed. Don’t just say “I did nothing wrong”.
- Never admit to things you did not do, and never lie.
- Attach only the documents Meta asks for.
How long does the review take?
There is no guaranteed time. Meta’s own stated turnaround is often around 48 hours, and some people get an answer within hours. Complicated cases can take several days or a couple of weeks.
Check your support case status and your email. Don’t submit duplicate appeals every few hours, because it doesn’t speed things up.
What if the appeal is rejected?
- Read the decision carefully. It may tell you what to fix.
- Fix the issue properly, then request review again if the option is still available.
- Use live chat or support if available (Meta Verified or an assigned Meta rep helps here).
- Check the business level. If the business portfolio is restricted, solve verification there first.
- Wait and stay compliant. Repeated rejected appeals won’t help.
Do not create a new ad account just to get around a ban. Meta treats that as evading its systems and it can get your other assets restricted too. Recover the original account through the official route, or speak to an expert before making changes.
Mistakes that make things worse
- Appealing before fixing the cause
- Submitting multiple appeals back to back
- Writing an emotional or aggressive message
- Logging in from many devices or VPNs while the case is open
- Changing business name, address or payment details repeatedly
- Buying “recovered” or rented ad accounts from random sellers
- Trusting anyone who promises 100% recovery or asks for your password
How to prevent your ad account from being restricted
- Complete business verification early.
- Use one stable payment method and keep funds available.
- Increase budgets gradually instead of jumping 10x overnight.
- Keep two admins on your business portfolio so you never get locked out.
- Turn on two-factor authentication for every admin.
- Use clear, honest ad copy with no guaranteed-result claims.
- Keep your landing page fast, matching, and policy-compliant.
- Review rejected ads quickly and don’t keep re-uploading the same creative.
- Never share your login. Give people access through Business Manager roles.

Frequently asked questions
How do I appeal a disabled Meta ad account?
Go to Business Support Home, open Account status overview, select the restricted ad account and click Request review. You must be an admin.
Can I appeal more than once?
Often yes, but only after you have fixed something real. Repeating the same appeal rarely changes the result.
Why can’t I see the Request review button?
You may not have admin access, the issue may be a payment problem, or the account may be past the review window.
Does paying my balance fix a disabled account?
It fixes payment-related holds. It won’t fix a policy or security disable.
Is it safe to open a new ad account?
Not as a way around a ban. Meta may link it to the old one. If you have a genuine, separate business need, create it properly under a verified business.
How long does recovery take?
From a few hours to a couple of weeks, depending on the cause and how complete your appeal is.
